Abstract
La Economía Popular y Solidaria (EPS) busca el bienestar colectivo y el ejercicio de la actividad económica basada en principios solidarios. En Ecuador, la Constitución reconoce este sector, pero no se ha implementado una política pública integral de fomento, debido a la falta de información estadística que describa a sus integrantes. La literatura que aborda este tema es limitada. Se han realizado pocos estudios enfocados en el sector financiero. Como resultado, el sector real —compuesto por organizaciones, asociaciones y cooperativas de producción de bienes y servicios— ha sido poco explorado. Estudios previos han adoptado un enfoque cualitativo, en su mayoría, mientras que los enfoques cuantitativos han sido menos frecuentes. El objetivo de esta investigación es determinar perfiles de las organizaciones que conforman el sector real de la EPS, utilizando el análisis de clústeres. Se ha tomado como fuente la Encuesta Nacional de Organizaciones de la EPS (ENOEPS) del año 2020. Los resultados indican que el sector real de la EPS se compone de 6 tipos de perfiles. Este sector presenta una gran diversidad en sus actividades económicas y en factores como su relación con compras públicas, la aplicación de prácticas solidarias y su composición predominantemente femenina. El estudio concluye que la EPS no es una opción atractiva para la población económicamente activa, dado que no proporciona ingresos significativos dada la limitada capacidad de las OEPS para generarlos; en el mejor de los casos, estos ingresos son secundarios o complementarios. Por ello, se requiere una intervención estatal integral, que abarque tanto los aspectos productivos como organizativos para fortalecer la EPS a través de políticas públicas que promuevan la integración de las OEPS en la economía nacional.

THE STRATEGIC BEHAVIOUR OF COOPERATIVES: THEIR ADAPTIVE CYCLE

Abstract
Among other factors, the performance and competitiveness of agri-food cooperatives depend on their strategy (Bijman, 2012; Mckee, 2008; Pashkova, et al., 2009). This research explores the strategic behaviour of cooperatives in depth following the strategic typology of Miles and Snow (1978). One important contribution is that the study considers the fit (the adaptive cycle) within and between the features or problems that define cooperatives’ strategic behaviour; entrepreneurial, technological, and administrative problems. Managers of agri-food cooperatives in the Canary Islands (Spain) answered a questionnaire which provided the information needed to make the analysis. The results show that agri-food cooperatives adopt an analyser or hybrid strategic behaviour that seeks to balance efficiency and cost control with innovation. No significant differences were found in any of the strategic problems related to cooperative size. However, differences do emerge in some of the items when analysed individually. For example, in microenterprises, higher management positions tend to be occupied more by members who are promoted from within than by external professionals. There is a high strategic fit within the entrepreneurial problem, but quite a scant fit between this problem and the others. Cooperatives' strategic planning presents an inverse alignment with their organisation and activity scope. Technology does not seem to be aligned with the other strategic problems, especially vis-à-vis several aspects related to the administrative problem. Planning thus seems to be these organisations’ main weakness. In this paper, the three problems of the Miles and Snow (1978) typology are explicitly considered as are the relations between them. This allows us to approach the degree of alignment or fit between them and thus fill the existing gap in management literature with regard to cooperatives.

Abstract
Las organizaciones de la economía social solidaria (ESS) surgen en el siglo XIX a través de figuras como cooperativas, mutuales y asociaciones, y se distinguen por la participación en su comunidad, la conciencia social y la solidaridad. Se trata de un campo de estudio caracterizado por su heterogeneidad y dinamismo, marcado por dos hitos temporales: pre y post era del Estado de Bienestar, considerando las diferentes realidades y respuestas de cada una de esas dos etapas. La incubación de empresas, por su parte, surge a mediados del siglo XX en Estados Unidos de América, expandiéndose posteriormente en el resto del mundo. Hay un consenso en la identificación de tres generaciones de incubadoras de empresa: la primera y segunda durante la década de los 80 y la tercera, a partir de la década de los 90 del siglo pasado. Si bien particularmente durante las últimas dos décadas se ha observado el florecimiento de prácticas que giran en torno a la incubación de iniciativas y de procesos asociativos, existen vacíos en lo que respecta a la investigación de modelos de incubación propiamente diseñados para el campo de la ESS. Por tanto, el presente artículo realiza un análisis bibliométrico para identificar conexiones entre la incubación y la ESS. A partir de los exiguos avances que se encuentran hasta este momento, el trabajo concluye con una propuesta de marco conceptual para la incubación de las iniciativas de la ESS, basado en la evidencia empírica sobre antecedentes, factores organizacionales y resultados.

Abstract
Las cooperativas de crédito son instituciones clave del sistema financiero de un país tanto para el desarrollo económico de su región como para evitar la exclusión financiera de una parte de la población más desfavorecida. En este trabajo se analiza la gestión financiera de las cooperativas de mayor tamaño de Ecuador, en comparación con los bancos privados. Los resultados muestran cómo las cooperativas de crédito están obteniendo mejores valores de rentabilidad y eficiencia, tanto económica como financiera, que las entidades bancarias; están experimentando un crecimiento más acentuado; muestran menor dependencia de recursos ajenos; tienen un menor porcentaje de activos improductivos; presentan menores tasas de morosidad y una mejor cobertura de la cartera problemática. Todo ello supone un cambio estructural positivo en el sistema financiero de Ecuador.

Abstract
Target 12.3 of the United Nations (UN) 2030 Agenda is as follows: “By 2030, halve per capita global food waste at the retail and consumer levels and reduce food losses along production and supply chains, including post-harvest losses.” The implementation of the specific targets of the UN 2030 Agenda, such as this one, presents a significant challenge, as they require immediate action, proper public policies, and unprecedented collaboration between private and public entities and countries. Target 12.3 is intrinsically related to many other targets, so its achievement has a direct impact on several of them. Therefore, it is vital to successfully achieve it, not only to reduce hunger but also to achieve many other Agenda targets and, in particular, to be able to reduce our environmental footprint. Preventing Food Losses and Waste (FLW) is a target within Circular Economy that can be considered to be most instrumental as Target 12.3 tries to prevent food overproduction with better redistribution that not only reduces inputs but also attempts to minimize waste by the donation of food products to Social Economy (SE) entities that help those in need. Circular Economy contributes to the resolution of the three most pressing environmental problems: overuse of resources or overexploitation, global warming, and biodiversity loss, in addition to all the negative impacts derived from these (UN Environment, 2019), preventing food losses and waste is also key to ensure the solution of both a deep social problem a public health one and the most important environmental ones. Even though the urgency of immediate action is clear, various academics, such as Martin Rio, Rogenhofer, and Sandoval Alvarado (2022), highlight that the attention this target receives from professionals remains scarce. Therefore, the purpose of this paper is to compare these policies on both sides of the Atlantic, to propose recommendations, and to help raise awareness of the problem of FLW, following a holistic approach for all possible actors involved, as communication is critical to achieve this target. Special attention is paid regarding tax policies in cases where food is donated to Social Economy Entities such as food banks, non-profit foundations, or soup kitchens as taxes can both act as barriers or facilitators to this aim; therefore, it is crucial to implement them correctly to ensure they act as true enablers to achieve the target. Thus, we will be able to assess the tax changes that can help do so by means of a comparison between the existing ones in the United States and the European Union.
